Introduction
The UAE Federal Government recognizes the importance of investing in its youth, providing support, and creating opportunities that enable them to maximize their potential. The UAE has taken several steps to ensure active youth participation, listen to their opinions, and enhance their leadership spirit.
To showcase the UAE model in youth work and empower young people, the Federal Youth Authority launched the Youth Empowerment Policy in Federal Government Entities in 2021. This policy aims to develop a comprehensive system applied across all Federal Government Entities to enhance and monitor the implementation of youth empowerment practices. This system is the first of its kind globally for youth empowerment, documenting the UAE's pioneering experience in establishing foundations and standards for youth empowerment.
Policy Objectives
- Put in place a scientific and measurable definition for the concept and principles of youth empowerment for the first time on a global level.
- Encourage youth empowerment practices within the federal government and activating their participation and leadership qualification.
- Strengthen the UAE's framework for youth empowerment on a global level and adopt the measurement index as a conceptual and administrative model for youth empowerment.
- Raise awareness about the importance of youth empowerment to leverage their energies and innovations as a driving force and key engine for governmental development.
- Provide entities with an integrated system of evidence, metrics, initiatives, and indicators that contribute to enhancing youth empowerment and measuring the maturity of federal government entities in supporting and empowering youth, highlighting leading organizational experiences.
Priorities & Key Components
Guide for Youth Empowerment in Federal Government Entities:
A guiding manual to be implemented across all Federal Government Entities, including:
- Overview of the youth empowerment system.
- Concept of youth empowerment.
- Framework for youth empowerment.
- Mechanism for evaluating entities.
- Framework for categorizing entities.
Youth Empowerment Framework and Federal Entities Assessment Tool:
Development of an innovative governmental framework for youth empowerment within Federal Government Entities. This framework includes six main pillars for youth empowerment, alongside the development of measurement and evaluation tools. Specific indicators for these pillars will be gathered through:
- Centrally measured indicators by the Prime Minister's Office and the Federal Authority for Government Human Resources.
- A survey specific to youth working in these Federal Government Entities.
- Form for Federal Government Entities.
Framework and Model for Entity Categorization:
Based on the youth empowerment framework and assessment tool, Federal Government Entities will be categorized in youth empowerment and support one year after implementing the guide.
Interactive Website:
Development of an interactive website to disseminate knowledge and raise awareness about the importance of youth empowerment. It will provide evidence and measurement tools, integrate them into the Government Excellence System, and add a youth empowerment indicator as part of the criteria for the next cycle of the Government Excellence System.

- Enhancing the UAE's competitiveness and leadership role in youth empowerment to become the global benchmark.
- Development of the Youth Empowerment Index for evaluating Federal Government Entities on an annual basis.
- Enhancing youth empowerment in Federal Government Entities across six key pillars:
- Youth Voice: Encouraging youth to share their ideas, opinions, challenges, and contribute to decision-making processes, while enhancing their representation in their respective entities.
- Recognition: Acknowledging outstanding performance of youth and rewarding their achievements and contributions.
- Purpose: Motivating youth commitment to their roles and their organization's role in achieving the UAE's vision.
- Guidance: Providing guidance and mentoring to youth to enhance their continuous personal and professional development.
- Development: Building and enhancing youth skills and capabilities, whilst supporting them in improving their job performance.
- Opportunities: Creating equal opportunities for youth to take on new responsibilities and advance in their career paths.
