Introduction

The National Policy on Biofuels was issued in 2024, aiming to regulate clean, renewable, and sustainable energy sources. It outlines the key requirements and conditions for biofuel production in the country. This policy was developed by the Ministry of Energy and Infrastructure, aligning with the nation's ambitious vision for achieving environmental, economic, and social sustainability.

The policy also aims to provide comprehensive infrastructure for biofuels and their industry in the country. It is implemented through various programs and initiatives, including a program for recycling used cooking oils into biofuels within the UAE and a national roadmap for biofuel stations. Overall, the National Policy on Biofuels adopts a comprehensive approach to enhance sustainability and reduce carbon emissions in line with the UAE's Net Zero 2050 Strategy. It contributes to strengthening the national economy and improving quality of life within the society.
This policy applies to all activities related to biofuels in the UAE, including previous strategies, policies, and current regulations. It is designed to coordinate the roles of all federal, local, and private entities to achieve the goals of the UAE government.

  10. Clarifying roles and responsibilities among relevant entities.
     

Priorities & Key Components

  1. Developing regulations and controls to regulate biofuel trading in the country.
    • In support of the objectives and strategies of the Ministry of Energy and Infrastructure in regulating petroleum products trading activities to ensure deterrence of harmful practices and illegal trading, in addition to enhancing and diversifying energy sources and supporting biofuel manufacturers in the country, the Ministry works in coordination with all concerned entities in the country to work on recycling used cooking oils according to the best environmental and industrial practices that suit biofuel users and the country’s requirements in particular.
  2. Establishing standard specifications for the use and manufacturing of biofuels.
    • In order to ensure the achievement of the ambitious sustainability goals of the National Energy Strategy, the Ministry of Energy and Infrastructure works at the national level in cooperation with all partners throughout the country at the federal, local and private sector levels to regulate biofuel trading activities, define standard specifications for biofuels and their mixtures, and work to develop standard specifications for the new types of biofuels to achieve sound management and provide clean, renewable and sustainable energy sources. Commitment to adhering to these specifications is essential to achieve the highest standards of security, safety, quality assurance and consumer protection in the country.
  3. Setting requirements and conditions for biofuel production in the country.
    • The Ministry of Energy and Infrastructure seeks to support the country’s industrial growth and increase domestic output. Accordingly, the Ministry will work in cooperation with strategic partners to launch community initiatives to collect and recycle used cooking oils, which seeks to support local industries and recycle used oils to produce biofuels. The policy of valuing waste for industrial use, which the Ministry of Economy is working on, also supports this program, as it works to provide used cooking oils in the country, as they are the main input in the manufacture of biofuels, with the aim of strengthening the circular economy in the country, and the manufacturing capabilities of industries that use waste as production inputs to transform it into value-added products, which enhance the competitiveness of the industrial product and increase the added value to the country’s economy.

Expected Outcomes

  1. Consuming bio-diesel fuel at a rate of (20%) by 2050 will reduce (160,001) thousand kilograms of carbon emissions.
  2. Consuming bio-diesel fuel at a rate of (100%) will reduce the carbon footprint of diesel engine vehicles by (75%).
  3. Restricting the export of (58) million kilograms of used cooking oil.
  4. Restricting the export of used cooking oil will reduce emissions of (153) million kilograms of carbon dioxide equivalent in the country.

Federal Government Entities, support for investors in the biofuel sector (Private companies and National petroleum companies like ADNOC, ENOC, and Emarat), and community members.
