Introduction

The Emirates Tourism Council has launched the National Tourism Charter, which is one of the initiatives under the UAE Tourism Strategy 2031. This initiative aims to unify national efforts to promote the sustainable growth of the tourism sector in the UAE, support its competitiveness at both regional and global levels, solidify the UAE's leading position on the international travel and tourism map, and foster integration among the seven Emirates in developing tourism destinations and products.
The UAE government places great importance on developing and enhancing the tourism sector in line with best global practices. This has contributed to establishing the UAE as a leading global tourism destination. The National Tourism Charter represents a new pivotal step to enhance the leadership and competitiveness of UAE tourism, both regionally and internationally.
 

Policy Objectives

  1. Unifying efforts to develop the tourism sector in the UAE to become more vibrant and sustainable, in line with the vision of the UAE Tourism Strategy 2031 and the aspirations of “We the UAE 2031”.
  2. Enhancing connectivity and integration among the seven Emirates in developing tourism destinations and products, and supporting joint efforts to create new opportunities and enablers that support the growth and prosperity of the tourism sector.
  3. Encouraging investments in various tourism activities, in alignment with the vision of “We the UAE 2031”.
            

Priorities & Key Components

  1. Economic Development:
    • Driving economic growth through sustainable tourism development in the UAE.
    • Enhancing high-value jobs that attract skilled and creative minds in the tourism sector.
    • Supporting the Emiratization journey in the UAE by providing suitable opportunities for UAE citizens.
  2. Emirati Values:
    • Preserving Emirati authenticity and values, such as generosity, kindness, and tolerance.
    • Promoting unique Emirati values within the framework of tourism.
  3. Sustainability:
    • Enhancing the UAE's position as a sustainable tourism destination by developing sustainable tourism products and adopting best global practices in sustainability.
    • Encouraging a culture of environmental and natural resource conservation, especially as the tourism sector attracts visitors from around the world.
  4. Cooperation:
    • Continuously developing partnerships between public and private tourism sectors to support the tourism sector in the UAE.
    • Continuously developing projects and initiatives to advance cooperation in the tourism sector.
  5. Connectivity:
    • Coordinating between the Emirates to achieve connectivity and integration in tourism products.
    • Enhancing the UAE's position as a suitable destination for all tourist segments.
  6. Innovation:
    • Enhancing innovation in the tourism sector as a tool to achieve a more resilient sector.
    • Empowering digitization in the tourism sector as a tool to attract tourists.

  1. Elevating the UAE's status as the best tourism brand worldwide.
  2. Establishing the UAE’s pioneering stance as a leading tourist destination.
  3. Increasing the tourism sector's contribution to the national economy's GDP.
  4. Attracting new investments to the tourism sector in the UAE.
  5. Boosting the number of guests staying at hotel establishments.
     

Target Audience

Federal Government Entities directly and indirectly related to the tourism sector, local tourism authorities and departments, and private sector enterprises.
