Introduction

The National Electric Vehicles Policy was issued in 2023 to create a roadmap for the electric vehicle charging sector in the country, in collaboration with all partners at the federal, local, and private sector levels. The policy aims to build a national network of electric vehicle charging stations, support electric vehicle owners, regulate the electric vehicle market in the country, and provide a package of incentives that serve the community and support electric vehicle manufacturers.

The UAE's National Electric Vehicles Policy also focuses on promoting the use of electric and hybrid vehicles and other sustainable and clean engines in the country.
The policy, developed by the Ministry of Energy and Infrastructure, is based on the country's ambitious vision to achieve environmental, economic, and social sustainability.

The National Electric Vehicles Policy is being implemented through various programs and initiatives, including the Electric Vehicles Transition Program, which encourages the adoption of electric vehicles in the country as part of the National Program for Demand Management of Energy and Water, and the Logistics Services Program to develop an integrated electric vehicle charging infrastructure. Overall, the UAE's National Electric Vehicles Policy adopts a comprehensive approach to promoting sustainability and reducing carbon emissions, contributing to enhancing the national economy and improving the quality of life in the community.
 

Policy Objectives

  1. Mitigate the effects of climate change by reducing carbon emissions in the transportation sector.
  2. Foster industrial growth in the UAE. 
  3. Promote the manufacturing of domestic electric vehicles within the automotive and related industries.
  4. Generate job opportunities and nurture human resources through green economy initiatives.
  5. Regulate the infrastructure for electric vehicle charging stations.
  6. Define the roles and responsibilities among the relevant entities.
     

Priorities & Key Components

  1. Establishing the infrastructure for electric vehicle chargers by outlining key requirements and coordination mechanisms with the Ministry of Energy and Infrastructure to determine charging point locations, whilst considering the national map of the country.
  2. Register electric vehicles by specifying primary requirements and coordinating with the Ministry of Industry and Advanced Technology.
  3. Identify circular economy requirements in coordination with the Ministry of Economy.
  4. Provide a set of incentives in cooperation with strategic partners.
     

Expected Outcomes

  1. Reduce the transport sector's energy consumption through the Green Mobility Project.
  2. Reduce carbon emissions by 2050.
  3. Establish a unified database for electric vehicle charging stations through the National Platform for Electric Vehicles' Chargers.
  4. Reduce the transport sector's energy consumption by 20% by 2050.
  5. Enhance the quality of roads and maintain the leading position in the world for the best road infrastructure.
     

Target Audience

Federal Government Entities (Ministry of Industry and Advanced Technology, Ministry of Climate Change and Environment, Ministry of Economy, and transport authorities in the UAE), electric vehicle suppliers (private companies), and community members.
