The second edition of the Global Government Regulatory Forum, titled "Global Government Regulatory and Justice Forum," has been held as part of the World Government Summit 2026, held in Dubai from 3 to 5 February, 2026. The Forum, which is organized jointly by the General Secretariat of the Cabinet and the Ministry of Justice, was attended by heads of states, ministers, and government leaders in legislation, justice, and policymaking, alongside leading academics and global experts specializing in emerging and advanced technologies.
The forum was inaugurated with remarks by Her Excellency Maryam bint Ahmed Al Hammadi, Minister of State and Secretary General of the UAE Cabinet, in which she outlined a comprehensive vision to linking regulatory work, justice and innovation to build a unified and integrated ecosystem. Her Excellency stressed: “The world needs integrated regulatory frameworks and judicial ecosystems that anticipate the future and balance innovation, justice and the rule of law. The core challenge in the intelligent age is the ability of governments to transform these frameworks into an institutional practice that produces a tangible impact.”
For his part, His Excellency Abdullah Sultan bin Awad Al Nuaimi, UAE Minister of Justice and President of the Federal Judicial Council, delivered opening remarks in which he emphasized that modernizing the legislative and judicial ecosystem is a fundamental component for strengthening the rule of law and strengthening the transition of legislation from texts to effective judicial practices through digital transformation and the use of artificial intelligence and modern technologies, which raises the efficiency of justice, facilitates access to it, and safeguards human rights and societal trust.
The forum featured a presidential keynote address by Her Excellency Dr. Vjosa Osmani Sadriu, President of the Republic of Kosovo, titled “Nations in Transition: From Legislative Reform to Reinvention.” In her address, H.E. discussed the role of government leaders in transitioning from traditional regulatory reform to institutional reinvention and building legal frameworks capable of addressing global changes.
This was followed by a second presidential keynote address delivered by Her Excellency Gordana Siljanovska-Davkova, President of the Republic of North Macedonia, with the title “Legislation as an Enabler of the Rule of Law.” H. E’s address focused on the role of legislation in achieving reform and stability, enhancing public trust, and creating flexible legislative environments that support economic and social development and instill the principles of justice and the rule of law, enhancing the readiness of legislation for implementation, and achieving a sustainable legal and societal impact.
The Forum sessions featured a high-level academic contribution, with Professor Sheila Jasanoff, Pforzheimer, Professor of Science Studies at Harvard Kennedy School, delivering a presentation titled "Inside the Minds that Shape Your Tomorrow”. In her presentation, she explored how leadership visions transform into impactful decisions, ideas into systems, and the future into a reality shaped today by the minds that will shape tomorrow.
The forum's first panel discussion, "Behind the Scenes of Legislation and the Path of Justice. " featured His Excellency Pata Saalia, Minister of Justice of the Republic of Georgia; Her Excellency Majda Adzovic, Minister of Public Works of the Republic of Montenegro; and Her Excellency Maria Ejchart, Undersecretary of State in the Ministry of Justice of the Republic of Poland. The panelists discussed aspects of the legislative and policy-making process and its implementation mechanisms, ultimately aiming to achieve justice that is effectively practiced and applied.
The second session, titled “Who Owns Innovation Tomorrow?”, discussed the future of intellectual property in the age of artificial intelligence. Speakers included Her Excellency Savanna Maziya, Minister of Information and Communications Technology of the Kingdom of Eswatini;
His Excellency Professor Blade Nzimande, Minister of Science, Technology and Innovation of the Republic of South Africa; Mr. Luis Moreno Ocampo, the Founding Chief Prosecutor of the International Criminal Court; and Mr. Mark Lewis, Chief of Public-Sector Partnerships at the World Justice Project. The session explored how intellectual property should define ownership of innovations created by technology, the concepts of authorship, ownership, and value in AI-generated works, and the mechanisms for resolving disputes in light of global trends.
The forum concluded with a session titled “How Can the Rule of Law Adapt with Global Transformation?” featuring Her Excellency Daniella Nichitin, Minister of Internal Affairs of the Republic of Moldova, and His Excellency James Conrad Jean Camille, Minister for Homeland Security and Civil Affairs, Republic of Seychelles, along with Mr. Arturo Bris, Director, World Competitiveness Centre, (IMD), and Mr. Prateek Sibal, Programme Specialist, Digital Innovation and Transformation, UNESCO. The session discussed ways to build flexible and modern legal ecosystems that advance the rule of law and safeguard human rights while keeping pace with rapid global transformations.
The Global Government Regulatory Forum on Justice embodies the integration of visions on legislative innovation, the rule of law, and digital transformation within the justice ecosystem. This strengthens the UAE’s position as a global platform for dialogue and international cooperation, contributing to the development of more efficient governments, enhancing the readiness of regulations for implementation, and achieving a sustainable legal and societal impact.
