Article (1) Definitions
Wherever mentioned in this Resolution, the following terms and expressions shall bear the meanings assigned thereto respectively, unless the context requires otherwise:
State: The United Arab Emirates.
Ministry: The Ministry of Community Empowerment.
Minister: The Minister of Community Empowerment.
Beneficiary: Any individual who meets the eligibility conditions for the inflation allowance under this Resolution.
Primary Beneficiary: The beneficiary in whose name the inflation allowance is approved and disbursed under this Resolution.
Social Assistance: Financial support provided by local government entities to individuals and families.
Article (2) Scope of Application
The provisions of this Resolution shall apply to every UAE national who holds permanent residency in the State, in accordance with the controls set out in the Cabinet Resolution No. (57) of 2025 referred to herein, and who falls under one of the following categories:
1. Beneficiaries of the Social Support and Empowerment Program, in accordance with the provisions of the Federal Decree by Law No. (23) of 2024 referred to herein, and its Executive Regulation.
2. Beneficiaries of the following local social assistance programs:
a. Abu Dhabi Social Support Authority;
b. Community Development Authority in Dubai;
c. Social Services Department in Sharjah; and
d. Any other governmental entity providing social assistance.
3. Any individual who meets the eligibility conditions specified in Article (3) of this Resolution.
Article (3) Inflation Allowance Eligibility Conditions
1. To be eligible for the inflation allowance, the following conditions shall be met:
a. The primary beneficiary or their spouse shall be employed and covered by one of the State’s social insurance and pension funds, or be retired;
b. The primary beneficiary shall be at least twenty-one (21) Gregorian years of age;
c. The family’s total monthly income shall be less than AED (25,000) twenty-five thousand dirhams; and
d. Each child beneficiary must be under twenty-one (21) Gregorian years of age.
2. The following categories shall be exempt from the condition stipulated in paragraph (A) of clause (1) of this Article:
a. Senior citizens aged sixty (60) Gregorian years and above;
b. Widowed or divorced women aged forty-five (45) Gregorian years and above; and
c. Widowed or divorced women under the age of forty-five (45) Gregorian years, provided they have custody of children under twenty-one (21) Gregorian years of age.
3. Subject to the eligibility conditions for the inflation allowance stated in this Article, children shall be included within the Inflation Allowance granted to a divorced primary beneficiary only if the beneficiary has custody of the children.
Article (4) Components of Inflation Allowance
The Inflation Allowance shall include the following components:
1. Fuel Allowance.
2. Food Allowance.
3. Electricity and Water Allowance.
4. Any other allowance as determined by a Cabinet Resolution upon a proposal by the Minister.
Article (5) Fuel Allowance Disbursement Controls
1. The fuel allowance shall be approved when the price of fuel type (95) reaches AED (2.1) per liter.
2. The following amounts shall apply to the fuel allowance:
a. AED (300) three hundred dirhams if the fuel price ranges between AED (2.1) and AED (2.85) per liter.
b. AED (600) six hundred dirhams if the fuel price ranges between AED (2.86) and AED (3.6) per liter.
c. AED (900) nine hundred dirhams if the fuel price reaches AED (3.61) per liter or higher.
3. The fuel allowance shall be disbursed monthly to the primary beneficiary and one Emirati wife.
4. The Fuel Allowance shall be disbursed on a monthly basis and credited to the Emirates ID card.
Article (6) Food Allowance Disbursement Controls
1. The following amounts shall apply to the food allowance:
a. AED (500) five hundred dirhams for the primary beneficiary.
b. AED (500) five hundred dirhams for one Emirati wife.
c. AED (250) two hundred and fifty dirhams for each child under the age of twenty-one (21) Gregorian years, up to a maximum of four (4) children.
2. In the event that the primary beneficiary is an orphan or a child of a person serving a custodial sentence, they shall be entitled to a food allowance of AED (500) five hundred dirhams. If the primary beneficiary has siblings, each of them shall be entitled to a food allowance of AED (250) two hundred and fifty dirhams, provided they are under twenty-one (21) Gregorian years of age, and up to a maximum of four (4) siblings.
3. The Food Allowance shall be disbursed on a monthly basis and credited to the Emirates ID card.
Article (7) Electricity and Water Allowance Disbursement Controls
1. The electricity and water allowance value shall be AED (400) four hundred dirhams or the actual monthly consumption amount, whichever is lower, for one residential unit only.
2. The electricity and water allowance shall be disbursed by deducting its value from the monthly electricity and water bill.
3. The electricity and water allowance shall not be combined with any other financial support for utilities. If multiple supports are applicable, only the higher value shall be disbursed.
Article (8) Application for Inflation Allowance
Applications for the inflation allowance shall be submitted to the Ministry using the designated form and shall include the required data, papers, and supporting documents.
The Minister shall determine the procedures for submitting the application, including the required data, conditions, papers, and documents.
Article (9) General Provisions
1. If more than one member of the same family is eligible for the inflation allowance in accordance with Article (2) of this Resolution, the primary beneficiary for the family shall be the father, the mother, or the eldest sibling, as follows:
a. The father shall be deemed the primary beneficiary, and the mother and children under the age of twenty-one (21) Gregorian years shall be included in the calculation of the inflation allowance.
b. The mother shall be the primary beneficiary, and any children under twenty-one (21) Gregorian years of age in her custody shall be included in the calculation of the inflation allowance.
c. The eldest sibling shall be deemed the primary beneficiary in cases where the father or mother is either ineligible or unavailable. The other siblings under the age of twenty-one (21) Gregorian years shall be included in the calculation of the inflation allowance.
2. The unused value of the Inflation Allowance, whether in whole or in part, shall not be carried forward to the following month.
Article (10) The Executive Resolutions
The Minister shall issue the necessary resolutions to implement the provisions of this Resolution.
Article (11) Repeals
Cabinet Resolution No. (52) of 2023 regarding inflation allowances, as well as any provision that contradicts or conflicts with the provisions of this Resolution, shall be repealed.
Article (12) Entry into Force and Publication
This Resolution shall enter into force from the day following the date of its issuance, and shall be published in the Official Gazette.
