Article (1) Definitions

For applying the provisions hereof, the following words and phrases shall have the meaning assigned thereto respectively, unless the context indicates otherwise:
State: The United Arab Emirates
Emirate: Any Emirate of the State
Ministry: Ministry of the Interior
Minister: Minister of Interior
Licensing Authority: The competent authority in the Emirate in charge of licensing the drivers, registering the vehicles and maintaining their safety on the public roads.
Services: The services provided by the licensing authority in the course of the procedures of traffic, licensing, traffic safety and traffic accidents planning.

Article (2) Services Provision and Development

The Ministry, in coordination with the Licensing Authority, shall provide, develop and scale up the services and upgrade the systems adopted thereby in this regard, in accordance with Federal Traffic Law No. (21) of 1995, as amended, this resolution and the relevant legislation applicable in this regard.

Article (3) Service Fees

1. In consideration of providing the services set out in the schedule attached hereto, the respective fees indicated therein shall be collected.
2. The fees collected under this resolution shall devolve upon the account of the Licensing Authority that provides the same.

Article (4) Vehicles Technical Conditions

The Ministry shall, in coordinate on with the Licensing Authority, determine the technical conditions of the vehicles registered in the State, including the following:
1. Setting the technical conditions for the registration and licensing of vehicles in terms of the year of manufacture, engine power and vehicle's weight.
2. Setting the technical conditions for the registration and licensing of used vehicles coming from outside the State.
3. Setting the technical conditions for the registration and licensing of vehicles whose motors or chassis have undergone additions, modifications or intrinsic changes.

Article (5) Advertisements Fees

The Licensing Authority shall determine the fees for the advertisement published through the devices, vehicles, systems and places owned thereby in accordance with the enactments applicable in this regard.

Article (6) Disposition of Seized Vehicles

The Licensing Authority may dispose of the seized vehicles whose seizure duration has expired in accordance with the legislation applicable in this regard.

Article (7) Vehicles License Plates

The Ministry and the Licensing Authority, each within its area of competence, may regulate the issuance of vehicles license plates and their shapes, type and colors and the procedures for selling the distinguished numbers to any wishing buyer in accordance with the legislation in force in this regard.

Article (8) Determining Radar Speed

For the purpose of controlling the vehicles speed, maintaining traffic safety, reducing violations and fulfilling the best level of proper driving, the Licensing Authority shall:
1. Determine the speed which does not exceeded.
2. Determine the places for installing the radars.
3. Detect the vehicles exceeding the maximum speed prescribed.

Article (9) Contracting with Institutions and Companies

1. The Licensing Authority may enter into contracts with institutions and private and public companies to provide any of the services set out herein.
2. The value of the cost of services provided by the institutions and companies shall be determined under a decision of the Licensing Authority.

Article (10) Controls for Vehicle Examination & Repair Personnel

Under a resolution of the Minister, in coordination with the Licensing Authority, the controls and requirements to be met by the companies and institutions providing the technical inspection and vehicle repairs services shall be determined. This shall set out the conditions to be met by the technicians working therein and the fees, fines and measures that may be imposed thereon.

Article (11) Revenues Collection and Allocation Agreement

The Ministry may, in coordination with the Ministry of Finance, conclude an agreement with the Emirate's Government on:
1. The collection and allocation of the revenues set out herein if the Emirate's treasury incurs the Emirate's traffic and traffic safety services development costs, and the government of the Emirate's revenue share shall be specified in accordance with the agreed conditions and control.
2. Collecting any other traffic revenues not included herein in accordance with the conditions and controls agreed upon.

Article (12) Final Provisions

For the purpose of collecting the fees set out under this resolution, a part of a year shall be deemed one full year.

Article (13) Fees Adjustment

The Cabinet shall carry out any adjustment to the fees set out herein, by addition, deletion or modification.

Article (14) Issuance of Executive Resolutions

The Minister shall issue the resolution required for the enforcement hereof.

Article (15) Repeals

Any provision in conflict or contradiction herewith shall be repealed.

Article (16)

This Resolution shall be published in the Official Gazette, and it shall enter into force (90) days from the day following the publication date hereof.
