Chapter One: Definitions and General Provisions
Article (1)
In the application of the provisions of this Law, the following words and terms shall have the meanings shown opposite each of them respectively, unless the context requires otherwise:
UAE:The United Arab Emirates
Ministry:The Ministry of Interior
Minister:The Minister of Interior
Competent Authority:One of the Police General Headquarters in the Emirate concerned with securing Sports Facilities and Events
Competent Entity:Any entity concerned with engineering matters of the facilities and buildings in each Emirate
Sports Facilities:The buildings used in management and execution of Sports Events, be these government or private
Sports Events:Any sports activity or event to be conducted in a Sports Facility or a place intended for conducting such activities and events
Organizing Entity:Any natural or legal person organizing a Sports Event in a place intended for such purpose
Private Security Companies:Companies licensed as per Federal Law No. 37 of 2006 referred to
Private Security Companies Personnel:Security personnel working for Private Security Companies
Facility Security Officers:The security employee assigned by the Sports Facility for rendering the security service of the Facility in accordance with the provisions of this Law
Event Security Officers:The security employee assigned by the Organizing Entity for rendering the security service of the Sports Event in accordance with the provisions of this Law
Police Observer:A police and security person in charge of security supervision of the course of action of Sports Events
Sports Facilities Security:Securing safety of places and facilities dedicated for the various types of sports, including their buildings, equipment and frequenters, which are used for management and execution of Sports Events, be these government or private, against internal and external dangers and threats
Sports Event Security:Provision of the means of safety and security for each Sports Event conducted in a Sports Facility or in a place intended for such activity
Sports Audience:The persons watching the Sports Event inside the Sports Facility and within the spatial area surrounding it
Article (2)
The provisions of this Law shall apply to all Sports Facilities and Events conducted in the UAE, be these Events national or international.
Article (3)
This Law aims at:
1.Keeping security at the Sports Facilities and Events particularly in respect of well establishment of the rules of protecting the Sports Audience inside the Sports Facilities and during the Sports Events.
2.Regulating Sports Audience actions and elevating their behaviour.
Article (4)
For Sports Events to be conducted in the Emirate, it is imperative that the Competent Authority approval is obtained.
Article (5)
The Ministry and the Competent Authority shall, in coordination with the Organizing Entities and the Sports Facilities, set up the necessary plans for securing the safety of Sports Facilities and Sports Events.
Chapter Two: Facility and Event Security Officers
Article (6)
Each Sports Facility and Organizing Entity shall assign a Security Officer for each Sports Facility and Sports Event, following approval by the department concerned with Private Security Companies affairs, and in accordance with the terms and conditions set forth by the Executive Regulations of this Law.
Article (7)
A Sports Facility Security Officer shall undertake the following:
1.Keeping the safety and security of the Sports Facility.
2.Conducting activities of securing and protection.
3.Conducting security searches of persons and vehicles at the entry points, and following up the materials admitted into the Sports Facility, in coordination with the Police Observer.
4.Developing detailed plans of emergencies, evacuations, and fire safety measures, and so on, as well as delivering necessary trainings on a regular basis following approval of the same by the Competent Authority.
5.Developing security and safety records for the Facility.
6.Reviewing records in coordination with the Event Security Officer and the Police Observer during the Event.
7.Any other mandates to be designated by the Executive Regulations.
Article (8)
During holding of Sports Events, a Sports Event Security Officer shall undertake the following:
1.Coordination with the Facility Security Officer in carrying out the security measures of the Sports Event place as well as the inlets and exits of the respective place.
2.Securing, in coordination with the Police Observer, the necessary safety requirements of the Sports Event place, including securing the playground against anything that constitutes danger to it, and securing the access points in case of emergencies.
3.Participation, in coordination with the Police Observer, in facilitating traffic on all roads leading to the Sports Event place and securing vehicles parking lots.
4.Coordination with the various entities participating in the Sports Event for the purpose of ensuring keeping security and making the security aspect of the Event successful.
5.Coordination of the evacuation and emergency plans with the Facility Security Officer and the Police Observer.
6.The other mandates set forth in Article 7 of this Law, in case the Sports Events are held outside the Sports Facilities.
Article (9)
1.The Sports Facility Security Officer and the Sports Event Security Officer shall adhere to all instructions and orders issued by the Police Observer in respect of the Sports Events Security.
2.The Police Officer shall hold accountable any person who violates the security measures including the Sports Facility Security Officer, the Sports Event Security Officer or the Private Security Companies Personnel, in accordance with the stipulations of the Executive Regulations of this Law.
Chapter Three: Obligations of the Sports Facilities and Sports Events Organizing Entities
Article (10)
The Sports Facilities and Sports Events Organizing Entity shall contract a Private Security Company in order to provide security and order in the course of conducting the Sports Events, by means of the Private Security Companies Personnel been having contracted. These personnel shall, in respect of undertaking their duties, be under supervision of the Sports Facility Security Officer and the Sports Event Security Officer, as per the promulgations of the Executive Regulations of this Law.
Article (11)
The Sports Facilities and Sports Events Organizing Entity shall select the qualified Security Companies Personnel and familiarize them with the safety and security measures and requirements as well as the measures of security and protection of the Sports Facilities and Sports Events in coordination with the Police Observer.
Article (12)
The Sports Facility shall:
1.Allocate special spaces for VIP's, disabled persons and the elderly, and facility access to and exit from the same.
2.Disseminate awareness of playgrounds security to players, audiences and security coordinators in collaboration with the Organizing Entity.
3.Provide a system for direct communication with the Sports Audience.
4.Keep safety and security records for all matches.
5.Set up fire protective measures, in collaboration with the Competent Entity and the concerned entities.
Article (13)
The Sports Facilities and Organizing Entity shall develop a program or guide of the administrative and regulatory aspects to be adopted during Sports Events following approving of the same by the Competent Authority, and it shall be updated on a regular basis as per the relevant circumstances and events.
Article (14)
The Sports Facilities or Organizing Entity, as the case may be, shall provide all equipment and tools necessary for the security of Sports Facilities or Sports Events, and shall qualify the human resources to be required for conducting and management of the Sports Events in coordination with the Police Observer.
Article (15)
The Sports Facilities and Organizing Entities shall comply with the safety and security requirements to be set forth by the Executive Regulations of this Law to the extent that conforms to the international standards.
Article (16)
The Competent Entity shall, in coordination with the Competent Authority, define the engineering standards of the Sports Facilities and the technical requirements for conducting the Sports Events.
Chapter Four: Sports Audience Obligations
Article (17)
The Sports Audience shall comply with the following:
a.They shall not enter onto the playground itself or the special area of the Sports Event without permission.
b.They shall not take with them or acquire any prohibited or dangerous substances particularly fireworks to the Sports Facility or to the place where the Sports Event is conducted. The Executive Regulations shall define the types and nature of such substances.
c.They shall not breach the conditions governing carrying or acquiring weapons in the Sports Facility or during conducting the Sports Event. Such conditions shall be issued by a decision the Minister makes.
d.They shall not commit, participate in, instigate or attempt to commit acts of violence.
e.They shall not throw any substances or liquids of any type towards any other audience fan or towards the area surrounding the playground or the playground itself.
f.They shall not utter or write any insulting language or make any gestures that would be insulting or make any statements of racial nature during conducting the Sports Event.
g.They shall sit in the allocated spaces.
h.They shall not use the playground for political purposes.
Chapter Five: Penalties
Article (18)
Any person who breaches any provision of paragraphs (A, B, C, G) of Article 17 shall be sentenced to an imprisonment term of one month at least to three months maximum, and / or a fine of AED five thousand minimum to AED thirty thousand maximum.
Article (19)
Any person who breaches any provision of paragraphs (D, E, F, H) of Article 17 shall be sentenced to imprisonment and / or a fine of AED ten thousand minimum to AED thirty thousand maximum.
Article (20)
Any person who breaches any provision of Articles (4), (6), (10), (11), (13), (14) and (15) of this Law shall be sentenced to a fine of AED ten thousand minimum to AED five hundred thousand maximum.
Article (21)
Any person who obtains an approval for conducting a Sports Event through cheat and fraud shall be sentenced to a fine of AED five hundred thousand minimum to AED one million maximum. Furthermore, he shall be required to pay the monetary amount of the costs resulting from such approval. The court may deprive him from practicing that activity for two years minimum.
Article (22)
Utilization of Sports Events for committing any offence stipulated in the Penal Code or in any other law shall be an aggravating circumstance.
Article (23)
The penalties promulgated in this Law shall not prejudice any severer penalty stipulated by any other law.
Article (24)
1.The Minister shall issue a decision that defines the rules of behaviour and discipline of the Sports Audience during attendance of Sports Events.
2.The Council of Ministers shall issue a regulation of the administrative violations and fines relating to the application of the provisions of this Law. A fine amount shall not exceed AED five thousand per each violation.
Article (25)
The Council of Ministers shall issue the Executive Regulations of this Law, and the decisions and resolutions to be required for enforcing its provisions within a six month period from the date this Law having become effective.
Article (26)
The Sports Facilities and the Organizing Entity shall adjust their respective legal conditions as per the provisions of this Law and its Executive Regulations within a maximum one year period from the date this Law having become effective. This period may be extended for a similar period pursuant to a decision the Minister makes and up to a maximum of two extensions.
Article (27)
This Law shall be published in the Official Gazette and be effective as of the day that follows the date of publishing the same.
