Article (1) Definitions

State: The United Arab Emirates.
Government: The Government of the United Arab Emirates.
Ministry: Any Ministry established pursuant to Federal Law No. (1) of 1972 Concerning the Competences of Ministries and Capacities of Ministers and its Amending Laws, or pursuant to any other legislation.
Federal Entity: Public Agencies and Corporations and Federal Government Bodies which are considered a part of the State’s organizational and administrative structure.
Specialized Technical Committee: Any committee formed from a number of specialized technicians in a certain field, such as the medical, educational, legal, engineering, or any other technical field, for the purpose of carrying out specialized technical tasks required for the tasks of the government, ministry, or federal authority.
Remuneration: The financial remuneration determined pursuant to this Resolution.
 

Article (2) Scope of Application

Notwithstanding the provisions of Articles (6) and (7) of Cabinet Resolution No. (5) of 2007, the provisions of this Resolution shall apply to all permanent specialized technical committees affiliated with the Cabinet, ministries, or federal authorities.

Article (3) Remuneration’s Eligibility Conditions

The following shall be required to be eligible for the remuneration:
1. The specialized technical committee must be formed pursuant to a resolution issued by the Cabinet, competent minister, or chairman of the federal Authority.
2. The tasks and competences entrusted to the members of the specialized technical committee must be outside the scope of their original tasks and competences.
3. The specialized technical committee must be a permanent committee.
 

Article (4) Remuneration’s Value

a. The member of the specialized technical committee shall receive a remuneration of (3,000) Dirhams for each meeting attended, provided that the member’s annual remuneration does not exceed (48,000) Dirhams.
b. The Legislative Technical Committee shall exempt from the provisions of clause (a) of this Article and shall be subject to the provisions of Article (8) of Cabinet Resolution No. (5) of 2007.
 

Article (5) Provisions of Disbursing the Remuneration

a. The following shall be required to disburse the remuneration:
    1. Obtain the Cabinet’s prior approval on the disbursement of the remuneration.
    2. The remuneration’s disbursement shall be from the ministry or federal authority’s budget with whom the specialized technical committee is affiliated.
    3. The remuneration shall be disbursed to the member in accordance with the number of meetings the latter attended.
b. The specialized technical committees – that are existing at the time of issuing this Resolution and whose remunerations are paid pursuant to Cabinet resolutions – shall be exempt from the provisions of subclause (1) of clause (a) of this article.
c. The member of the specialized technical committee shall commit to disclose – to the concerned authority – the remuneration disbursement from other specialized technical committees he is a member of; and in the event he is a member of more than one specialized technical committee, the disbursement shall be restricted to the highest three remunerations the member is eligible for.
 

Article (6) Repeals

Any provision in any other legislation shall be repealed, to the extent that it contradicts with the provisions of this Resolution.

Article (7) Publication and Enforcement

This Resolution shall come into effect as of its date of issuance and shall be published in the Official Gazette.
