The General Secretariat of the Cabinet introduces its New Regulatory Intelligence Ecosystem to Government Leaders and Experts

United Arab Emirates, May 12, 2025: The General Secretariat of the Cabinet has hosted an introductory session, attended by over 120 leaders from federal and local government entities involved in the legislative and artificial intelligence sectors in the UAE, to introduce the new Regulatory Intelligence Ecosystem.

This meeting follows the announcement by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister of the UAE, and Ruler of Dubai, last April, of the launch of the Regulatory Intelligence Ecosystem and the establishment of the Regulatory Intelligence Office, affiliated with the General Secretariat of the Cabinet.

Representatives from the General Secretariat of the Cabinet outlined in an extensive presentation the vision and strategic objectives behind creating the Regulatory Intelligence Ecosystem. This project is the first integrated smart legislative ecosystem for drafting, developing, and implementing regulations based on AI solutions, it aligns with the UAE government's ongoing efforts to modernize and develop federal legislation and instill the country's global leadership in transitioning from a reactive to a proactive approach in developing regulations based on modern technology solutions to support legislative decision-making.
 
The new ecosystem is a qualitative shift, as the legislator’s role is no longer limited to responding to changes after they occur. Rather, their role is to anticipate the future and develop legislation that keeps pace with rapid transformations by integrating artificial intelligence solutions into the legislative cycle.

The rationale behind establishing the Regulatory Intelligence Ecosystem rests on the government’s strong will to respond to the growing challenges facing legislators, most notably the significant increase in the number of regulations, cases of redundancy, and occasional overlaps. This makes monitoring and updating them extremely challenging. Furthermore, the rapid pace of societal, economic, and technological transformations requires creating an agile, high-quality, and responsive legislative system.

The General Secretariat of the Cabinet explained during the meeting that the Regulatory Intelligence Ecosystem will be designed and built using advanced technological solutions to process and analyse data throughout all stages of the legislative cycle. It includes the ideation of the regulation development project, drafting the regulation, and measuring its impact before and after its entry into force. 
The Regulatory Intelligence Ecosystem is expected to provide various opportunities, including, for example, shortening the legislative cycle from months to weeks, supporting the decision-making process by providing comprehensive analytical reports, unifying the legislative work methodology among various legislative bodies across the country, and enhancing the country's readiness for future changes. This will be achieved through several key elements, mainly: 
• Developing the first smart legislative map based on an integrated legislative database in the UAE government.
• Monitoring and immediately enforcing the regulations and laws through direct connection to government databases and systems to automatically achieve legislative compliance. 
• Employing big data and advanced analytical solutions to simulate the impact of regulations before they are issued and measure the issued regulation’s impact in real time to make more accurate decisions.

During the meeting, the General Secretariat of the Cabinet confirmed that the ecosystem will rely on a secure data structure in compliance with the UAE's data protection laws. Human legislators will be responsible for approving and issuing regulations, as artificial intelligence is a supporting tool, not a substitute for human diligence.

It is worth noting that the General Secretariat of the Cabinet plays a pivotal role in leading this smart digital transformation in line with the federal government's vision, by overseeing the development of the system and building partnerships with local and international entities.

The success of the legislative intelligence model in the UAE government will pave the way for a qualitative transformation across all sectors and functions of government work, with artificial intelligence at the forefront, to achieve the country's leadership in the smart age.
